WHY not , in cup games etc  do what many “amateur/fun 5-6 or 7 a side indoor “futsbal” teams do??

After 3 corners a PENALTY is awarded against the conceeding side , this could be held & accumuled to settle a drwa at the end, the dominating side should have more pens to take?
